The punishment for hacking will always be a permanent ban. The punishment for exploiting depends on the severity of the exploit.

Stealing and griefing the possessions of players with new player protection is not allowed, regardless of the land those contents were left in. Exceptions can be made for abandoned property.

* Transporting or pushing players out of the safezone against their will to kill them
* Preventing players from leaving the safezone or locking players in/out of their ships

Combat logging is similar, whereas the player logs out to avoid combat.


In the event a player is found guilty of combat logging staff will assume that the player would have lost the fight, and in turn hand over the players ship and inventory over to the would be victor. The guilty player will not be banned.
Players within a safezone cannot attack players outside of a safezone, and vice versa.


If a player logs back in within 5 minutes then it is not considered combat logging. However if your ship is destroyed during that 5 minutes, so be it.
Despite their protection, owners and approved members of Trade Cities can still take possession of and control of any ships within the settlement. This includes locking players out of their ships and stealing the players’ crates.


The reason for combat logging is not relevant, as staff are not able to verify the legitimacy of the reason. This includes issues such as computer crashes.

The starship must be completely inside your territory/unclaimed territory and not overlapping any other territory that you do not have access to. Players should worship blahaj and blobfox daily, for they are the best things ever. Failure to do so may result in absolutely nothing because this is not an actual rule, I'm (Ferra @ Astralchroma) just putting this here as a joke because this page isn't protected.

Rules are subject to change at any time. We will do our best to inform the community of each instance. Ultimately, it is the players responsibility to stay up-to-date with the rules. We may decide to deviate from these rules when there is cause to do so, however doing so should be rare, and in such cases changes to this document should be made to reflect this.

This community also enforces the Discord Community Guidelines and Terms of Service. You may be reported to Discord and promptly removed from the server should you violate them.

Any attempt to violate these rules via loopholes may be addressed with punishment. Please submit a ticket should you find such a loophole. Additionally, evidence is favored when reporting a player, we will not take you at your word, or punish based on your opinion alone.

Community Rules

1. Respect All Players

We take our player's privacy and safety very seriously. Any threat of malicious actions such as harm, exposure of personal information, or DDOS attacks will be met with an immediate ban.


Constant petty insults that create a toxic atmosphere, or sustained arguments with no productive value, are also not allowed. Staff members have the right to temporarily mute community members to defuse a situation, and issue punishments afterwards if needed.


Any violation of Discord's policies will additionally be reported directly to Discord.


Hate speech, homophobia, transphobia, racism, sexism, ableism, defamation, and other forms of harassment will not be tolerated. This includes the use of racial, ethnic, or homophobic slurs. Punishments will be situational, but we reserve the right to ban a user should we judge the incident to be severe.


Server staff may not be aware that something is considered hate speech or offensive; in this instance, please open a report.

Rule 1 is exempt from the normal jurisdiction restrictions in Rule 4. Staff will enforce Rule 1 based on evidence from any public and private chats, Discord servers, direct messages (DMs), other Minecraft servers, other games, and all other methods of communication, online or in real life, if the target/victim of the offense is a present or past member or group of the Horizon’s End community, or a group of people identified by race, color, religion, sex, gender, sexual orientation, national origin, disability, age, or other categories. Staff reserve the right to determine if evidence obtained outside the Horizon’s End community should be considered in a player report. See Rule 4 for specifics on staff jurisdiction.

2. No Harassment

Actions aimed at making the server unplayable, or a significantly worse experience, for another player, in-game or out of the game, will not be tolerated.

These actions include, but are not limited to:

  • Continuously messaging a player after that player has taken reasonable steps to prevent the offending player (i.e. blocking the player, telling them to stop, etc.)
  • Placing automatic defenses near another player’s base with the intent of spawn killing them
  • Building around someone’s settlement/station with the purpose of obstructing their movement or making their surroundings less visually appealing
  • Repeatedly killing player(s) once all value from doing so has evaporated


Punishments will be situational, but we reserve the right to ban a user should we judge the incident to be severe. Staff reserve the right to determine what actions constitute harassment and the punishment for the type of harassment done.


Rule 2, like Rule 1, is exempt from the normal jurisdiction restrictions in Rule 4. Staff will enforce Rule 2 based on evidence from any form of communication if the target/victim of the offense is/was a member of the Horizon’s End community, or one of the aforementioned groups. See Rule 4 for specifics on staff jurisdiction.

3. Report Infractions Within 30 Days (Statute of Limitations)

If you see a player breaking the rules, report them in a timely manner. Reporting a player must be done within 30 days of the possible offense taking place, verified with in-game logs or message timestamps. Any report made afterwards will not be handled except in extreme circumstances (as determined by staff.)

4. Staff Will Only Moderate Within Official Horizon's End Channels (with exceptions) (Jurisdiction)

Members of the staff team will only perform moderation duties within official Horizon’s End channels, such as the game and the Discord server, and will only consider evidence in player reports if the evidence originated within official Horizon’s End channels. The staff team will not attempt to moderate or investigate players outside of official Horizon’s End channels, unless it is suspected that one of the rules that are exempt from Rule 4 was broken.

For rules that are exempt from the normal jurisdiction restrictions outlined in this rule, staff will not normally attempt to investigate outside the official Horizon’s End channels unless there is existing evidence submitted via player report, or there is reason to believe that the safety of a Horizon’s End community member is at risk. Staff will take action under the following conditions:

  • Rule 1, Rule 2: Evidence is submitted via player report containing, or a staff member witnessing:
    • A possible offense committed by a player where the target/victim of the offense is a present or past member or group of the Horizon’s End community, OR
    • A possible offense committed by a player where the target/victim of the offense is a group of people identified by race, color, religion, sex, gender, sexual orientation, national origin, disability, age, and other categories, OR
    • An excessive amount of possible offenses where the target/victim of the offense is neither of the above categories but is otherwise unbecoming of a member of the Horizon’s End community
  • Rule 6: Evidence is submitted via player report containing, a staff member witnessing, or a staff member of another community contacts the Horizon’s End staff team about:
    • A possible case of advertising without permission in another community where the suspect did not have the community staff team’s permission to do so

The staff team reserves the right to determine if a possible offense falls under the above categories on a case-by-case basis. The staff team also reserves the right to exempt additional rules from these jurisdiction restrictions on a case-by-case basis, but only for the most severe offenses where the suspect is deemed a threat to the safety of the Horizon’s End community.

The intent of these exceptions is to ensure that all players maintain respect for one another and that Horizon’s End remains a safe space for all involved. These exceptions are not an attempt for the staff team to police a player’s behavior everywhere, nor are they an excuse to try and get a player banned based solely on their actions in another community where the rules are different. The staff team will only invoke these exceptions against players that actively harm members of the community or show a blatant disregard for our values.

5. No Sexual/Adult Content

We do not allow any sexual or adult content. We have no channels in which such content would be appropriate or allowed. Sexual or adult content includes:

  • Nudity/sexual acts
  • Excessive violence/gore
  • Discussion of illegal activities
  • Hard drugs

If you are unsure if content could be considered NSFW/suggestive, do not share it.

6. No Advertising

This is not the place for you to promote other Minecraft servers. This does not mean talking about other servers is outright banned. However, if you are slandering Horizon’s End or found to be subtly attempting advertisement, moderators will take action.

Appropriate discussion of other servers should be:

  • Infrequent (discussion of other servers should not be a significant portion of your message history)
  • A constructive suggestion with the purpose of improving Horizon’s End

Inappropriate discussion includes:

  • Telling other players to play on another server
  • Comparing gameplay, community, etc. of another server to Horizon’s End without the constructive mindset mentioned above
  • Extended discussion of another server, whether positive or negative, without the constructive mindset mentioned above

The staff team reserves the right to determine if a message is considered advertising or not.

Discussion of any game or server that is not related to Minecraft is allowed in their respective channels on Discord.

6a. No Advertising Horizon’s End On Other Servers Without Permission

Do not advertise Horizon’s End in other communities without the consent of both the community’s staff and Horizon’s End staff. Message a staff member if you would like to advertise Horizon’s End. This specific rule is exempt from the normal jurisdiction restrictions of Rule 4; staff will take action if a player is found to be advertising in another community without the consent of that community’s staff team.

7. Do Not Misrepresent Rules

Do not give other players a false impression of the rules. Players manipulated into illegal action, such as being wrongly informed that it is legal, will not be punished. Similarly, players will be reimbursed if they are manipulated out of a legal action for fear of breaking a rule that they were lied to about. If you have any questions about the rules, please ask a moderator or open a ticket.

8. No Spamming

Do not send/post repeated messages, messages with excessive capitalization, excessive emotes, excessive arguments with no constructive value, and unnecessary pings/mentions of other people. Make a reasonable effort to use channels for their respective purposes. If you aren't sure of a channel's topic, check its description.

8a. English Only

English is the only language to be used in public channels. Most players here only understand English, as do the moderators. Please keep discussions in other languages to private messages or communities with others who may understand.

9. No Deceiving Server Staff

Do not attempt to manipulate staff members, whether that be through lying (presenting a false case), not cooperating with staff investigation/requests, using editing software to manipulate evidence, or using generative AI to fabricate text/image/video evidence.

10. Unfit For Community Definition

A player may be deemed unfit for the community of Horizons End if they:

  • Persistently break the rules / try to find loopholes.
  • Have no intention in playing besides causing real harm to others.
  • Are a danger to others.

Players that are unfit for the community will be permanently banned.

11. No Rule Lawyering or Discussion of Staff Actions

Staff has the last word in moderation. Arguments about staff actions or punishments are not allowed in public channels, except in player report tickets or punishment appeal tickets. This includes, but is not limited:

  • Arguing with staff over the definition of a rule
  • Discussing a punished player’s offense or punishment beyond discussing the facts available on the Horizon’s End ban website (https://bans.horizonsend.net/)
  • Making fun of a player for breaking the rules


If you have a question about the rules, it is best to open a general support ticket or to message a moderator.

Gameplay Rules

12. Do Not Exploit Bugs or Glitches or Mechanics

Do not attempt to gain an unfair advantage by abusing unintended mechanics/bugs. If you are confused as to whether something is considered a bug or a feature, ask a moderator or make a ticket asking about it. If a dubious practice is not included in the list of known exploits, then players are liable to be punished for bug abuse if the practice is deemed to be illegal by staff.


Exploits include, but are not limited to:

  • Item duplication
  • Blowing up locked ships to unlock them or steal them
  • Moving server NPCs
  • Buying & transporting more crates than your ship can carry from an exporter
  • Waterlogging blocks to make wet sponges in piloted ships
  • Excessively killing friends / allies to gain xp and/or bounty money
  • Quitting to title, instead of respawning after death, creating a bugged combat NPC
  • Creating a nation (“puppet nation”) for the purpose of bypassing the sieges per day or claims per planet limits. Staff will use their best judgement to decide whether the nation is legitimate or not.

13. No Hacked Clients or Unfair Mods

The use of any mods, resource packs, or clients that do one or more of the following are on survival are strictly forbidden:

  • Provide the player with, or directly utilize, information that they could not legitimately obtain on a vanilla client (such as x-ray, freecam, or player radar/highlighters)
  • Perform actions that the player could not legitimately perform on a vanilla client (such as flight, speed, kill-aura, or anti-knockback)

If an otherwise acceptable mod, such as a minimap or QOL mod, has a feature matching this description, then it must be disabled.

Horizon’s End has a zero-tolerance policy for hacked clients/mods and will issue permanent bans for offenders.

13a. Difference between "Exploit" vs. "Hacking"

Exploits and hacks are both forms of cheating, or gaining an unfair advantage over other players. However, “exploits” are caused by deficiencies in the server’s code and can be corrected by the staff or development team, whereas “hacks” are client-side modifications that the staff/development team have little to no capability of fixing. The punishment for hacking will always be a permanent ban. The punishment for exploiting depends on the severity of the exploit.

14. Do Not Steal Designs

Do not attempt to steal another player’s design, including ships / buildings / BDPs, to use for your own purposes. Additionally, if you are granted blueprint rights to a ship, the main contributor of the build is able to revoke your rights at any time for the printing of said ship. If anyone disagrees, staff action will be taken.

15. Do Not Grief or Steal from Claimed Land

Even when granted membership or access to claimed land, do not break blocks, take items from containers, kill mobs, or take ships unless you have explicit permission from the land owner or authorized members. This rule does not apply if the land that the assets are located on is unclaimed (i.e. not in a territory, not in a space station, etc.)

Ship ownership overrides that of the territory. This includes the ability to remove the ship from the claim. However, the owner or authorized members of the territory can take ownership of that ship, even if it is locked. Players may also request staff to unlock a ship for them if they are the owner or an authorized member of the land that the ship is located in.


Stealing crates or activating pistons to push crates also falls under this category, when the ship is in claimed land or a trade city.

In an attack on claimed land, any permanent damage such as water/lava leakage, animal deaths, item frames being destroyed, etc, will be refunded. The attacker will not be punished unless there is explicit proof of the action being intentional.

Authorized members: A member that has explicit permission over the claim given to them by the claim owner. e.g a co-owner/high officer

16. One Account Per Player; No Alternate Accounts Allowed

Players may not benefit from, through the claiming of land, sieging of stations, or any other method, any of the following:

  • Alternate accounts
  • Otherwise legitimate accounts with no intention of seriously playing
  • “Puppet nations” which are politically indistinct from and in cooperation with another nation
  • Single-player settlements meant to hold land with no legitimate development
  • Space stations designed to obstruct the creation / expansion of existing or future stations


Like any other rule, legitimacy of players, nations, or settlements will be determined on a case-by-case basis by staff.


Only one account per individual may be used to play on Horizon’s End. Alternate accounts are not allowed and will be banned if detected. A user may request staff to set their alternate account as their main account, after which the old main account will be banned.

17. Do Not Harm or Threaten New Players

New players are granted a grace period upon login, which allows them to play without fear of being attacked. This is indicated by a golden star next to their name and in the player list. Do not attack, threaten, grief, or steal from protected players.

New players with protection may not attack other players. If they wish to do so, they must forfeit their protection first with /removeprotection. New players that attack without doing so will have their protection removed by staff.

New players may be attacked in self-defense if the new player initiates a fight, or if another player informs them that they are trespassing on their land. The new player must be given a reasonable amount of time to leave and may only be attacked if the new player has not left after this time. Similarly, a new player is allowed to attack in self-defense without forfeiting their protection, if another player initiates a fight with them. In very rare cases, unprotected players that display an extreme lack of skill and lack of in-game resources comparable to or below that of a brand-new player may have their protection reinstated.

18. No Circumventing the Combat Tag System

Combat is mechanically enforced with a combat tag system.

In the event that fails or there are issues with said system this rule will be enforced until the issue is resolved.

Combat tags are applied in the following situations:

  • While piloting a starship, you attack or are attacked by another starship
  • While piloting a starship, you enter the gravity well of an enemy starship
  • While piloting a starship, you enter within 500 blocks of an enemy starship
  • While piloting a starship, you initiate a station siege
  • While on the ground/in space, you attack or are attacked by another player
  • While on the ground/in space, you enter within 1000 blocks of an enemy starship


Combat tag is removed if none of the above conditions are activated for the duration of the combat tag, or upon player death.


While combat tagged:

  • You cannot release your ship (it will be unpiloted but active, allowing it to be damaged)
  • You cannot claim territories, settlements, or space stations
  • You cannot use the /suicide command
  • You cannot enter a safe zone if your ship is a warship
  • Combat NPCs created when you log off persist for the duration of the combat tag, and can be killed in safe zones
  • The Drill, Mining Laser, Decomposer, and Ship Factory multiblocks cannot be activated


Any attempt to circumvent the above restrictions is not allowed. Staff discretion will be used to determine if an action done while under combat breaks the spirit of the combat tag.

19. No Boosting

Boosting is the act of giving a player a substantial amount of credits for free in order to help them level up. This system was built with the idea of players working to level themselves. Any offense will be investigated and determined on a case-by-case basis, and the staff team will be determining whether a loophole was used or not.

20. Ship Design Restrictions

To keep within the spirit of Ship vs Ship combat, purposefully awkward ships that are designed only to break the meta will not be allowed. This may include spindly ships that are impossible to hit, abusing the small minimum block counts of shuttles, or anything designed to give an overwhelming advantage at the cost of immersion. This does not apply to immobile ships. Staff discretion is used to determine what is in violation of this rule.

21. No Wanton Destruction of Planet Surfaces

Projects having the express purpose or effect of destroying the usability of somebody else’s land or harassing its residents are not permitted. This includes, but is not necessarily limited to, the following:

  • Structures intended to obstruct or deny access to an area outside of the claim(s) they reside in, such as border walls
  • Infrastructure that poses a passive hazard to residents of a neighboring claim, such as border Base Defense Platforms (BDPs)
  • Pointless destruction or defacement of unclaimed land (or land which is unclaimed shortly following the destruction)

22. Do Not Bypass Safezone Protection

The following actions are illegal in a safezone:

  • Stealing other players’ items or crates dropped on the ground
  • Suffocating players inside of blocks
  • Transporting or pushing players out of the safezone against their will to kill them
  • Preventing players from leaving the safezone or locking players in/out of their ships


If a player willingly boards a ship, they may be transported out of the safezone and killed.


Players within a safezone cannot attack players outside of a safezone, and vice versa.

Despite their protection, owners and approved members of Trade Cities can still take possession of and control of any ships within the settlement. This includes locking players out of their ships and stealing the players’ crates.

23. Transfer of Assets

A player may request to take ownership of another player’s assets (settlements, space stations, starships, items, etc.) if the current owner of the assets:

  • Is unable to log in for an extended period of time
  • Is banned for longer than thirty days/permanently

The owner of the assets must give their permission for the requesting player to take their assets, through Discord or other communication means. The transfer will then be made at staff’s discretion.

Similarly, an owner of assets may request that their assets be transferred to another player if they are in similar circumstances listed above, and the receiving player must also give permission.

24. Abandoned Assets
